CONSTITUTION OF AFFILIATED COLLEGE TEACHERS' ASSOCIATION ANDHRA PRADESH - ACTA-AP (Regd. No.2368/88)

Article - I
Name: The name of the Association shall be AFFILIATED COLLEGE TEACHERS' ASSOCIATION - ANDHRA PRADESH. Its abbreviated form shall be ACTA-A P
Article - II
Area of Operation: The area of operation shall be confined to all affiliated colleges in the State of Andhra Pradesh.
Article - III
Location of Office: The Office of the Association shall be located at the place where the CCE office is going to be situated.
Article - IV
Aims and Objectives:
i) To foster a spirit of unity and fraternity among the teachers.
ii) To develop professional competence among teachers through refresher courses, seminars, publications and research.
iii) To safeguard and promote their professional interests and to secure satisfactory conditions of work and service.
iv) To work for the advancement of the aims of higher education. such as research, teaching and building up of character.
v) To establish subject teachers associations with a view to evolving new teaching techniques in the faculties concerned.
vi) To create a healthy public opinion in favour of the teachers; and
vii) To do such other things as may be expedient to the attainment of all or any of the above objectives of the association.
Article - V
Ways and Means: With a view to achieving the aims and objects, the association shall:
i) Affiliate itself with State, National and International Organizations of teachers.
ii) Hold meetings, conferences, seminars, etc.
iii) Organize deputations, delegations and such other activities.
iv) Associate with other Teachers' Organizations for the furtherance of its aims and objectives.
v) Publish Journals, Bulletins and undertake other academic activities.
vi) Conduct and participate in allied activities with other fraternal service organizations to realize the objects of the association and
vii) Issue statements on professional problems and educational policies.
Article - VI
Location of Office: In this constitution, unless otherwise stated
i) Association ACTA-AP means the Affiliated College Teachers' Association-Andhra Pradesh.
ii) College means any college affiliated to any University in the State of Andhra Pradesh.
iii) Teacher means any college teacher.
iv) Branch Association means a body of teachers of a college recognized by the Association as its unit in the college.
v) Life Member means any former member of the Association admitted as such after retirement on payment of Membership fee of Rs.600/-

vi) Area means the geographical unit under the jurisdiction of a University.
vii) Zone means one or more Districts.
Explanation:
For organizational convenience and effective functioning the state is divided into 17 (Seventeen) Zones. The area of the Zones is given in Annexure-I.

Article - VII
Membership fee: Each branch association shall pay a membership fee at the rate of Rs.10/- per member per month.

Membership fee: Each branch association shall pay a membership fee at the rate of Rs.75/- per member per month to the central association.
Membership fee: A Branch Association of a college is eligible for membership provided it accepts the constitution, pays the annual membership fee prescribed, follow the programmes and implement the decisions of the association. However there shall not be more than one unit in a college.
For the purpose of payment of the annual membership fee by the branch association, the term shall be one calendar year.
Any former member of the association will become a Life Member after retirement if he/she pays the prescribed membership fees of Rs.600/-

Disqualifications:
i) No teacher who is a member of the governing body or managing committee of any educational institution, except in the capacity of an elected representative of staff or ex-officio member, shall hold any office in the ACTA-AP. Such a member shall automatically cease to be a member of the executive.
ii) An executive member who fails to attend three consecutive meetings of the executive committee without valid reasons shall forfeit his membership on the executive committee.
Article - VIII
Lapse of Membership: The membership of any branch association shall lapse if the membership is not paid for a period of two consecutive years. However, the membership shall be restored on clearing of the arrears.
Article - IX
Conference:
1) Members of all branch associations who pay their annual membership fee and attend the conference shall be the delegates of the conference.
2) The conference may discuss general policies on education and the movement.
3) The conference shall be held whenever required.
Article - X
Structure:
The organizational structure of the association shall be as follows:
✦ Branch Association
✦ Central Council
✦ Executive Committee
✦ Secretariat.
Article - XI
✦ Branch Association:
Branch Association is a body of teachers of a college recognized by the Association as its Unit in the College. The tenure of office Bearers of the Branch Association shall synchronize with the tenure of office of the office bearers of ACTA-AP.
Article - XII
✦ Central Council: The Central Council shall consist of :
a) Two members elected by each association by the first 20 members of part thereof, one for every 10 members or part thereof, of the remaining members of the branch association.
Modified as:
a) One member elected by each association by the first 10 members or part thereof in addition to the branch secretary and one for every 10 members or part thereof, of the remaining members of the branch association.
b) The members of the outgoing Secretariat and
c) The emeritus members who attend the council on intimation. However they shall not have the right to vote.
d) Life members: Life Members to be chosen by the Secretariat at the rate of one member per twenty members of the retired Lecturers.
Functions and Powers:
a) The Central Council shall be the supreme policy making body.
b) The Central Council shall elect at its first meeting the Executive Committee from among its members.
c) The Central Council shall normally meet once in six months.
d) The Central Council shall have the power to amend the constitution by way of addition, alteration or repeal of any Article or Clause in a specially convened meeting for that purpose.
e) The Central Council shall approve the Income and Expenditure Statement and Balance Sheet of the Association annually.
f) The Central Council shall fix the allowances, etc. for the Office Bearers and the Executive Committee of the Association.
g) The Central Council shall admit the new Branch Associations.
h) The Central Council shall fill up the vacancies arising in the Executive Committee.
i) The term of office of the Central Council shall be two years.
j) The Statutory Bi-Annual Central Council Meeting of ACTA-AP shall be held during the Second Saturday and Sunday of December of even year to hold elections.
Article - XIII
✦ The Executive Committee:
1) The Executive Committee shall consist of:
i) President
ii) Chairman
iii) Vice-Presidents (Two from Andhra University, Two from Nagarjuna University, One from Sri Venkateswara University, One from Sri Krishnadevaraya University, Two from Osmania University, One from Kakatiya University and One Women Vice-President).
            TO BE MODIFIED AS
iii) Vice-Presidents (One from each University Area in Andhra Pradesh with a minimum of 5 Branch Associations therein and One Woman Vice-President.)
iv) General Secretary.
v) Additional General Secretary
vi) Secretary (Office & Publications)
vii) Secretary (Finance)
viii) Secretary (Academic)
ix) Secretary (Legal)
x) Secretary (Public Relations)
viii) Secretaries one from each University area with a minimum of 5 Branch Associations therein.
Modified as:
There shall be one secretary for each university area and two secretaries where there are more than 10 colleges affiliated to the university and to acta-ap.

ix) Zonal Secretaries elected (One from each Zone)
x) The outgoing President and the General Secretary
xiv) Forty members to be elected by the Central Council and Three Life Members.
TO BE MODIFIED AS
xi) Twenty members to be elected by the Central Council and Three Life Members.
xv) Four members from among the primary members to be co-opted by the elected Office Bearers.
xv) Assistant Secretaries: One Assistant Secretary each to General Secretary, Secretary (Finance) and Secretary (Office & Publications) to be nominated by the General Secretary with the approval of the Office Bearers.
2) Functions and Powers of the Executive Committee:
i) The Executive Committee shall implement the decisions of the Central Council.
ii) The Executive Committee shall meet at least once in six months.
iii) It shall approve the expenditure incurred by the Executive Committee and of any member acting on behalf of the Executive Committee and acting on behalf of the association.
iv) It shall guide the activities of the branch associations.
v) It may restrain the activities of any member of the executive committee or any branch association, and however, it shall seek the approval of the Central Council in this regard at its next meeting.
vi) It may take any appropriate action against any member of the Executive Committee or Branch Association and shall seek the approval of the Central Council in this regard in the next meeting.
vii) Where more than one group of teachers in a college claims recognition, the executive shall appoint a sub-committee to examine the claims and submit its findings with its recommendations to the Central Council for necessary action.
viii) The Executive Committee shall have the power to fill up the vacancies arising in the executive committee.
3) President :
i) He / She shall preside over all the meetings of the Executive Committee, Central Council and Secretariat.
ii) He / She shall ordinarily lead the delegations on behalf of the Association.
4) Chairman:
He / She shall discharge the functions of the President in his absence.
5) Vice-President :
i) Each Vice-President shall preside over the meetings of the Central Council and the Executive Committee in the absence of the President and Chairman by rotation.
ii) He/She shall look after the organization work of the area allotted to him/her by the President/Chairman.
6) General Secretary:
i) He / She shall be the Chief Executive of the Association.
ii) He / She shall correspond on behalf of the Association.
iii) He / She shall carry out the work of the association and implement decisions of the Central Council, Executive Committee and the secretariat.
iv) He / She shall represent the problems on behalf of the Association to the authorities concerned.
v) He / She shall prepare the business of the meetings, convene all meetings of the Association in consultation with the President, record the minutes and keep records thereof.
vi) He / She shall represent the Executive Committee on all bodies constituted by the President/Executive Committee/ Central Council.
vii) He / She shall be in-charge of the properties of the Association.
viii) He / She shall sue or be sued on behalf of the Association.
ix) He / She shall be the Editor-in-Chief of the Official Journals of the Association.
x) He / She shall convene the meetings of the Secretaries of the Branch Associations as and when necessary.
xi) He / She may nominate the Additional General Secretary or in his absence any Secretary to represent him on anybody.
7) Additional General Secretary:
i) He / She shall officiate as General Secretary in his / her absence.
ii) He /She shall look after the organization work of the association in coordination with the General Secretary.
8) Secretary-Office and Publication:
i) He / She shall maintain the records of the Office and assist the General Secretary in maintaining correspondence with the branch association.
ii) He / She shall be in-charge of Publication and circulation of the Official Journal and any other publication of ACTA-AP.
iii) He / She shall maintain accounts regarding all publications and seek the approval of the Central Council.
iv) He / She shall act for the General Secretary when nominated by the Council or the Executive Committee or by the General Secretary in consultation with the President.
9) Secretary - Finance:
i) He / She shall be in-charge of the finances of the Association.
ii) He / She shall pay the allowances to any member as directed by the Executive Committee.
iii) He / She shall defray the expenditure incurred by the members and approved by the Executive Committee.
iv) He / She shall act for the General Secretary when nominated by the Council or the Executive Committee or by the General Secretary in consultation with the President.
v) He / She shall maintain an account in any Scheduled Bank in India.
vi) He shall get the account of the Association audited.
vii) He shall submit the audited accounts to the Central Council annually.
10) Secretary (Academic) :
The Secretary (Academic) shall assist the General Secretary in all matters of academic nature.
11) Secretary (Legal):
The Secretary (Legal) shall assist the General Secretary in all matters of Legal nature.
12) Secretary (Public Relations):
The Secretary (Public Relations) shall assist the General Secretary in maintaining good public relations.
13) Secretary :
i) Each one of the Secretaries shall assist the General Secretary in carrying out his / her duties.
ii) He / She shall act for the General Secretary when nominated by the council or by the Executive Committee or the General Secretary in consultation with the President.
14) Assistant Secretary:
Each of the Assistant Secretaries shall assist the General Secretary, Secretary-Office and Publications, Secretary-Finance in the discharge of their duties.
15) Zonal Secretary:
Each of the Zonal Secretaries shall assist the Secretary of the area and the General Secretary in carrying out the organizational duties.
Article - XIV
✦ Secretariat:
The Secretariat shall consist of the President, the Chairman, the General Secretary, the Additional General Secretary, the Secretary Office & Publications, the Secretary-Finance, Secretary-Academic, Secretary-Legal, Secretary-Public Relations, and the Secretaries and two from Life Members.
Functions of the Secretariat:
It shall take decision on matters of urgency in between the meetings of the Executive Committee as to have collective responsibility.
Article - XV
Decisions other than those pertaining to amending the Constitution shall be by a simple majority. In the event of a tie the President/ Chairman shall have a casting vote.
Article - XVI
1. Quorum:
i) The quorum for the Central Council Meeting shall be one third of the total members of the body or 70  members whichever is less.

i) The quorum for the Central Council Meeting shall be one third of the total members of the body or 40  members whichever is less.
ii) The quorum of the Executive Committee meeting shall be one third of its total members or 15 members whichever is less.

ii) The quorum of the Executive Committee meeting shall be one third of its total members or 10 members whichever is less.
iii) The quorum of the Secretariat shall be half of the total strength.
2. Notice:
The notice for convening Executive Committee shall be seven days and the Central Council fifteen days. In case of emergency meetings, the Executive Committee can be convened with three days notice and the Central Council meeting can be convened with seven days notice.
3. Adjournment:
i) For want of quorum any meeting shall be adjourned to a subsequent date nor earlier than five days.
ii) On the day of meeting if all the business is not completed or otherwise the meeting shall be adjourned to a date not later than five days.
iii) The business of the adjourned meetings shall be transacted whether there is quorum or not.
Legal Aid Fund:
Legal Aid Fund will be set up with voluntary contributions from members of the Association or the others. The legal Aid Fund shall be operated according to the rules and regulations as approved by the Central Council.

Article - XVII
The Constitution of the Association shall be amended by way of addition, alteration or repeal of any article by the Central Council provided.
i) Notice to that effect is given at least one month before the date of the meeting; and
ii) Two thirds of the delegates present and voting approve it.

The State is divided into the following zones consisting of Districts as specified below:
Zone 1 : Srikakulam, Vizayanagarm & Visakhapatnam Dist.
Zone 2 : East Godavari District
Zone 3 : West Godavari District
Zone 4 : Krishna District (Excluding Vijayawada City)
Zone 4 : Vijayawada City
Zone 6 : Guntur District (Urban)
Zone 7 : Guntur District (Rural)
Zone 8 : Prakasam District
Zone 9 : Nellore District
Zone 10 : Chittoor & Cuddapah Districts.
Zone 11 : Anantapur & Kurnool Districts.
(After the bifurcation of the state Zones 12 to 17, shown below, are not part of the state of Andhra Pradesh, hence there shall be 11 zones only.)
Zone 12 : Nalgonda & Mahbubnagar Districts
Zone 13 : Hyderabad City - North
Zone 14 : Hyderabad City - South
Zone 15 : Rangareddy, Medak & Nizamabad Districts.
Zone 16 : Khammam, Karimnagar, Adilabad & Warangal (Rural)
Zone 17 : Warangal (Urban)
